Texas Representative Michael Cloud introduced a resolution condemning the Senate filibuster, calling on the upper chamber to eliminate or reform its cloture rules to allow House‑passed legislation to receive a vote. The move comes as several high‑priority measures — including the SAVE America Act — have stalled in the Senate, blocked by the 60‑vote threshold required to advance legislation.
“The Senate’s artificial and self-imposed 60-vote barrier is counter to the Founder’s intent,” Cloud wrote on social media. “The Constitution is precise in prescribing the occasions for a supermajority vote. Passing legislation is NOT one of them. Our system was designed to ensure the minority always has a voice — not a veto.”
He added, “Today I introduced a resolution condemning the Senate’s abuse of the filibuster and calling on the Senate to reform or abolish its cloture rules so that House-passed legislation receives proper consideration.”
The SAVE America Act — which passed the House and has been among the measures stalled by the filibuster — includes a requirement that voters provide documentary proof of citizenship before registering to vote, a mandate for photo identification in every state for federal elections, and a ban on mass mail‑in voting. Supporters say the provisions are necessary to secure federal elections. The measure has not advanced in the Senate.
Cloud’s resolution frames the filibuster not as a constitutional protection but as an internal Senate rule with no basis in the founding documents. His argument tracks closely with positions taken by other House members and by President Trump, who has repeatedly pressured Senate leadership to eliminate the 60‑vote requirement.
Senators have thus far resisted Trump’s calls to terminate the filibuster and Cloud believes it is time to increase pressure on the Senate to act.
The filibuster has been a central flashpoint in federal legislative fights for years. Supporters argue it protects the minority party from being steamrolled and forces compromise on major legislation. Those in Cloud’s camp say it has become a mechanism for indefinite obstruction — one that prevents duly passed House bills from receiving any Senate consideration at all.
Whether the Senate acts on Cloud’s resolution is another matter. Abolishing or significantly reforming the filibuster would require a majority vote by senators themselves, and a bloc of members has consistently resisted such a change.
With the SAVE Act stalled and several other House‑passed measures awaiting Senate action, the debate over filibuster reform is expected to intensify as Congress returns from recess later this month.
